Tiwonge is the Head of Computer Science at Chancellor College, a constituent college of the University of Malawi. He holds a BSc. (Computer Science major) from the University of Malawi, and MSc. and PhD in information systems, from the University of Oslo, Norway. Tiwonge will serve on the assignment as a Team Leader and will be the point of contact.

Tiwonge has over 15 years work experience within the education sector in Malawi. During this period, he has facilitated application of ICTs in teaching and learning, as well as education management. Among other assignments, Tiwonge has played a key role in development and implementation of student management systems at Chancellor College. Currently, he is coordinating development of a customizable school management information system, targeting secondary schools and universities.

Tiwonge also has extensive project management experience, in related large-scale data collection, management, and usage systems. Since 2008, he has providing technical assistance to the Ministry of Health, supporting strengthening of the national Health Management Information System. As part of this work, he led efforts that resulted in the introduction of mobile phone solutions for routine health data reporting between primary health facilities and district health offices, in the period 2011 to 2015. Tiwonge is also a member of the Malawi Health Systems Monitoring & Evaluation Technical Working Group (TWG) and the National Data Standards TWG.

Tiwonge has been involved in software development activities, serving as a core developer for Open-IHM, a household income modelling software, since 2010. He has also been involved in facilitating trainings on software modelling, development and customization, in Malawi and Mozambique. In 2014 he was involved in training ICT officers from the Department of e-Government on: Object-Oriented Systems and Analysis and Design and Database modelling and implementation. He is currently involved in facilitating capacity and app development for the District Health Information Software (DHIS), which is used for national routine health M&E in Malawi and over 46 other countries across Africa, Asia, and Latin America.

Tiwonge has over ten years’ experience working in the area of health informatics, including Longitudinal chronic illness management systems, Health Logistics Management Information Systems, Surveillance systems, Point-of-care systems and national HMIS, in Malawi and Sub-Saharan Africa.  He is the Head of Computer Science at Chancellor College, a constituent college of the University of Malawi. He holds a BSc. (Computer Science major) from the University of Malawi, and MSc. and PhD in information systems, from the University of Oslo, Norway. His work mainly focuses on processes underlying development and evolution of large-scale digital infrastructures. In line with this, Tiwonge has mainly worked in the area of health information systems, mobile information systems, and software modelling and development methodologies.

 

Since 2007, Tiwonge has carried out extensive research and consultancy on health information system implementations in Malawi. His work covers development, use and support of Health Logistics Management Information Systems, EMRs, as well as the historical evolution of national health information systems. In addition, Tiwonge has actively worked in health information systems implementation efforts, providing technical assistance to the Ministry of Health in Malawi. As part of this work, he led efforts that resulted in the introduction of DHIS Mobile phone solutions for routine health data reporting between primary health facilities and district health offices, in the period 2011 to 2015. Tiwonge is also a member of the Malawi Health Systems Monitoring & Evaluation Technical Working Group (TWG) and the National Data Standards TWG.

 

Currently, Tiwonge is facilitating the development of information dashboards and performance scorecards to facilitate analysis and dissemination of health indicators for the National Health Management Information system in Malawi. This is being done in collaboration with the University of Oslo, in Norway. The work builds on the District Health Information Software (DHIS 2).

In addition, Tiwonge has been involved in a number of consultancies including: Coordination of software development activities for the aforementioned EU funded project – mHealth4Afrika; Facilitation of Software development activities for UNICEF and the Ministry of Health, on behalf of the University of Oslo; Facilitation capacity and app development for the District Health Information Software (DHIS), which is used for national health statistics database in Malawi and over 50 other countries across Africa, Asia, and Latin America; Facilitation of international end-user DHIS 2 training workshops in Malawi and Mozambique; ICT trainings for ICT officers under the Department of e-Government; Facilitation of ICT skills training for ESCOM staff in preparation for implementation of the ESCOM Management Information System; Content management and marketing for www.alumniportal-deutschland.org/en/;  Software development for Open-IHM, a household income modelling software, since 2010.
